Bruce grew up in Napanee, Ontario and is a Loyalist by descent. Following graduation from high school he attended Queen’s University at Kingston and received his Bachelor of Commerce (Honours) in 1985 and his Bachelor of Law in 1988. During his third year of law school he studied at University of Toronto Law School on a letter of permission from Queen’s taking courses not offered at Queen's in the Regulation of Financial Institutions, Securities Law, Advanced Contracts, and Real Property Development Law.

Bruce worked as a summer student with the Toronto firm of Aird & Berlis. He articled in Napanee with G. Graeme G. Dempster and was called to the bar of Ontario in 1990. He joined Madden, Sirman & Zeran and became a partner in the Napanee firm of Madden, Sirman & Cowle in 1992. His areas of practice are real estate, corporate/commercial law, municipal law and wills and estate administration.

His other community involvement includes serving as a member of the Napanee Rotary Club and the Napanee & District Curling Club, Chair of the Council of Trinity United Church, a member of the Board of Directors of The Limestone Learning Foundation (the charitable branch of the Limestone District School Board), and he has served as Treasurer of the Lennox & Addington County Law Association for over 20 years.

Bruce is married to Donna and has two children, Alex and Jocelyn. His recreational interests are golf, skiing, music and hockey.
